What in the world happened with all those re-runs of the AAA girls shuttle hurdles at the state meet?

RE:AAA Girls Shuttle Hurdles

In one heat of the Class AAA girls, Hampshire was interfered with (one of the military guys that was serving as the hurdle crew stepped out in front of them).  So Hampshire was allowed to re-run.  I believe the rule states that if anyone in a heat gets to re-run, than anyone in the heat can choose to do so. 

Parkersburg didn't have a placing run, so they elected to re-run.  On the first attempt at the re-run, Hampshire false started.  I'm not sure why Parkersburg didn't go ahead and run then.  When they did re-run later, they still weren't fast enough to place.
