Here is some information I received from a former staff member to the
HASC regarding H.R. 2985. His thoughts on chance of passage
do not know what current sentiment is, but there was not a whole lot of interest in the bill last year. The primary concern is what benefit does it provide the federal government and what costs might it bring directly or indirectly? My understanding is that it would be paid for by a fee paid by those veterans wanting the card. That means not all veterans will have a card only those wanting one and willing to pay the fee. To those against the bill this makes it more like a veterans' "club" card than a federal ID. If not all veterans have one what benefit does it bring the federal government in improving their ability to identify veterans and provide them services? Those who choose not to buy one would still be showing up with their paper DD 214. The VA will continue to issue ID's to those receiving medical benefits, so there is no savings there. Is there an expectation they can be used like other federal or state issued ID's like social security cards, military ID's or drivers licenses? How will the integrity of the ID cards be maintained? How and at what cost would the federal government engage in preventing counterfeiting or other abuses? What would such efforts cost annually? If the bill's supporters can articulate a valid federal interest and cost neutral implementation that serves a better purpose than simply securing an easier means for veterans to obtain veterans' discounts at Lowe's and Home Depot or free deserts in November at Golden Coral and Applebee's, they may be able to garner more support.
Just a candid assessment of the battlefield. I do wish you luck with your efforts. I don't think it is a bad idea, I was just not able to adequately articulate the cost benefit to the government to those opposed to the bill while I was the Staff Director.

Hogwash! Nothing of the sort was mentioned about Home Depot, nor Lowes, nor Applebees discount in this web cast. If you saw the web cast, you will note that all of that part of it was not even brought up! It doesn't need to be. The card in itself is a great idea. It should be used like a driver's license, or what they call, a REAL ID. The VA is just lazy, and they don't want to have to deal with this. It's a Federal Issue bar none!
Its even offered to pay for it. State of Virginia has these ID cards for veterans and they charge 10 dollars for them. The Federal government should be doing this for the veterans. I say HOGWASH!

How will ME having a veterans ID card benefit the U.S. government? Ok, how does ME having Marine Corps plates on my car benefit the state of Texas? I didn't pay one cent for these plates, and I have two pairs for both cars. All courtesy of the state of Texas. How does this benefit Texas?
Shouldn't the Federal Government benefit by giving her veterans a simple and convenient form of identification for veterans? I pay taxes to support the VA disabled at VA hospitals and other programs for veterans with disabilities and the Federal Government can't even provide a simple means to identify her own veterans that don't use the VA system? Hogwash to the tenth power!

I'm not venting on you personally Jerry, but that part about Applebees, Home Depot and Lowes statement you made I think was ALL YOU. And its my business why I want this ID card and I think I should be entitled to one.

Sounds to me like he was more seeing his own feelings jumping to assumptions about this ID card and its uses for retail discounts. He read about it, he heard about it, but when it came time for Senator Adkins making his statement to the committe, nothing was mentioned about veterans achieving retail discounts of any kind.
Alot of retirees don't want to see this happen either. They feel they should only be the ones with an ID card. They think this would create confusion and bring on veterans that didn't complete 20 years on their base BX's, and think this ID card would somehow demean their status as retirees. Most selfish people in the world alot of the ignorant ones that is.

Veterans club card??? What do they issue now? What's it called? A Veterans SCAM card? The way I see it, if you do the right thing, and willing to pay for your veterans ID card to help absorb the cost since this government is crying poverty all the time and how bad our economy is, suddenly this becomes a "VETERANS CLUB CARD".
Now, the government issues VA healthcare ID cards at no charge, plus free medical to those in need that were injured service connected or maybe not service connected and charged directly to the us. The taxpayers! Why don't we call this a "VETERANS SCAM CARD"?
