It does not look like the Cold War Medal made the House or Senate version of NDAA 2013

Are the House and  Senate versions of NDAA 2013 still being written?

I wouldn't concern myself at this time. I think the House is just preparing to do their mark-up and the Senate never gets their mark-up done until the 11Th hour. There is a bill gaining in popularity to retro the Purple Heart for Ft. Hood victims. It reads the same as all the prior Cold War Medal bills. "Read twice and referred to the House Committee on Armed Services." That bill will make it into the marked-up version, I'd bet on it.

You may have 311 congressmen co-sponsor H.R. 1968 and 79 U.S. Senators co-sponsor Senate Bill, s.402, if these two CWSM bills do not get out of their respective sub-committees, for whatever reason or reasons,  then this whole deal we are trying to obtain for recognition is just a big joke on us by the DoD.

I mentioned this in the Washington Meeting Topic...probably the wrong string, but I am really wondering, because we've never, that I remember, ever had both Senate and House ASCs include CWSM provisions in their respective yearly NDAAs together....always one or the other....never both., and then because not included in both, the measure is always struck out in reconcilliation process.  If, for once, the CWSM was included in both House and Senate NDAA versions, then not be a matter requiring reconcilliation, would it therefore have a very good chance of making it through?  Would this be a strategy to seriously pursue?  If so, how could we mount a concerted effort to have the meaure added to already passed House verion by floor amendment.  I don't thonk an amendment necessarily has to be introduced by actual committee member.

Jim,
Yes both the House and Senate versions of the NDAA were brought out without a provision for CWSM.

So now as Belknap suggested we must contact all our Senators and Representatives asking them
to bring forth an amendment to authorize and "Direct" DoD to issue the medal.

We know that DoD still objects to the creation of a Cold War Service Medal. Maybe if we call push
hard at DoD to rethink their opposition.
1. Duplication of awards: There are millions of veterans who served and received no award of any type.
The NDSM is time limited, and AFEM was not always issued.
2. The Cold War Recognition Certificate makes no mention of military service, and is not well received
by veterans, as of 2010 only about 2.5 million have been issued.
3. Cost: DoD claim of $440 million is at odds with the CBO estimate of $30 million over 6 years.
4. It is time to finally recognize and honor the sacrifices of the brave men and women who placed
their lives on the line everyday, many paying the ultimate sacrifice of their lives.

I know the award of a CWSM is right and deserved....and every day we lose veterans of that historic victory that never received any recognition for what they did when their nation called.  I, like I'm sure many of you, have had several close Cold War veteran friends of mine pass away....and the only recognition they get is a one sentence mention in the obit. reading "he served in the U.S. Army".

Anyway, I do think if there were versions of a CWSM provision in both Senate and House NDAAs, then at the reconcilliation process....maybe then it might have a good chance of passing because there would be no conflict bertween the two.

Gerald suggests we contact all of our respective Representatives and Senators which certainly we would need to do in order to get floor amendments introduced.

Does anyone out there also think it might be effective too to target by letter campaign (those written letters or postcards seem pretty effective to me because they go directly to the representative's office without the often used e-mail screen that allows only congressional district constituent contact) a few supportive Senators and a few select Congresspersons (not necessarily needing to be on the Armed Services Committee) that might agree to introduce such an amendment?  Does anyone out there know who might be good candidates for a campaign like this?

I just sent an e-mail to the site of Mitt Romney for President, in the" contact us" block.  I mentioned how former Senator Obama stated how a Cold War Medal would be ann appropriate honor.  How we have heard nothing from him since.  I mentioned  to Mr. Romney how important our duties were to stop and contain the spread of Communism from expanding into the rest of Europe.  I do not expect a specific answer on this.  Probably just the old canned response of;  "your thoughts are very important to me... I will keep your thoughts in mind..."  Perhaps everyone here should send Mr. Romney an e-mail to see if it generates any interest in our cause.

The VSO's are not going to do anything for us.  You might have a couple of congressmen and senators who might speak up for us, but that would be about all.

Let's face it, there are no past or current military people who will speak for us on the hill.  Forget about Obama doing anything for us either.  We all know how powerful the DoD is on this matter also.  What we need is a miracle.

Sincerely,

Rob DeVito
