Check this out.  I was checking out veterans preference, and as you probably may know, it all depends on which state you are applying for a civil service job.  I can't understand the differences between states.  New Jersey for example doesn't have anything on reservist.  Check out even PEACETIME veterans get at least 3 points along with the NG and Reserves in Illinios.  Washington state was another one doing the same.  

Eligibility for and Allocation of Veterans Preference Points

Veterans preference points are awarded if any of the following criteria are met:
  • Veterans with a service-connected disability who were separated from service under honorable conditions. (10 points)
  • Purple Heart recipients. (10 points)
  • Veterans who served, or members of the National Guard or Reserves who were activated, during a period of hostility (see below), who were separated from service under honorable conditions, and who served under one or more of the following conditions (5 points):
    • for a total of at least 6 months active, or
    • for the duration of hostilities regardless of the length of the engagement, or
    • discharged on the grounds of hardship.
  • Veterans who served during peacetime, members of the National Guard or Reserves who were activated during peacetime, or members of the Illinois National Guard or Reserves who were never activated, and who were separated from service under honorable conditions and who served under one or more of the following conditions (3 points):
    • for a total of at least 6 months active service, or
    • discharged on the grounds of hardship.
  • Surviving unremarried spouse of a veteran, or parenr of an unmarried veteran, who suffered a service-connected death or service-connected disability that disqualifies the veteran from civil service employment. (10 points)

Periods of Hostility

If any portion of the veteran's service time falls within any of the periods of hostility, the applicant is eligible to claim a preference as a veteran who served during a period of hostility. The periods of hostility are as follows:
  • December 7, 1941 - December 31, 1946 (World War II)
  • June 27, 1950 - January 31, 1955 (Korea)
  • February 28, 1961 - May 7, 1975 (Vietnam)
  • June 6, 1983 - December 1, 1987 (Lebanon)
  • October 23, 1983 - November 21, 1983 (Grenada)
  • December 20, 1989 - January 1, 1990 (Panama)
  • August 2, 1990 - November 30, 1995 (Persian Gulf)
  • September 11, 2001 - present (War on Terrorism)


Apply for Veterans Preference Points

All required documentation must be received no later than ten working days from the date of an application for a Civil Service exam unless the same proof is already on file with the Human Resources office.

Acceptable proof is an official or copy of required documentation as outlined on page two of the application for veterans preference.

Send the completed application for veterans preference and the documentation to the Human Resources office located where you are taking the Civil Service exam.

Also, these "HOSTILE" dates don't jive anywhere close to American Legion war dates.  For Lebanon/Grenada, Legion goes from 1982-1984 windows.  Here its like June to December of 1983 for Lebanon, or 6 months.  Grenada is only like less than an actual month.  Panama is like 2 weeks.
Though I served in hostilities via American Legion views, on active duty, here, I was all ready by June of 83 in the reserves, not on active duty, nor activated therefore, I would be grouped along with the Vinos for a three point veterans preference.  Hey that's better than ZERO.  That's what I call recognition for a veteran.  A peacetime veteran and reservist with honorable discharges are credited with three points.  Great job WASHINGTON and ILLINOIS.  Anyone know of any other states that credit peacetime/reserves for veteran preference?  Of course, I could have used this a while back, not now that I'm 75% into a career job.  And I wasn't in those states.

This is the kind of FAIR tier system all states should use.  I have often voiced that reservist with honorables should rate something besides nothing.  Most states don't consider.  It's all or nothing.  Mostly to the disabled veteran, then to the purple heart recipients.  But peacetime vets and reservist get zilch in alot of states with veteran preference.  I think they should have done the same for HOME LOANS, burials, even health care system.  Ok, so make us priority 10 instead of 8.  You get the drift?  Make it fair.  Like I make too much money anyway to rate VA healthcare even if I was qualified, but I have insurance also, and the VA could stand to get some of the money back through my own private insurance.  I'd like that option to use the VA though.
