  • 192,000 KDSM medals being purchased by June 2006

How were these actual numbers obtained?  Who obtained this information?

jidavis, If memory serves, Frank Tims and I worked on the facts. Frank was able to obtain medal numbers requested, distributed and offered for current service. The manufacturer of the KDSM is local, in a suburb of Houston so I contacted the owner by phone. He gave me the contract cost to DoD for the medal, ribbon and that oh so attractive little blue box. I can assure you that the info was accurate in 2006.

 This is all wonderful and nice to show the stats about the KDSM.  Most of us are aware that the number of these medals issued are low and the cost factor is small..  Compared to how long this medal(since 1954) is allowed to be made retroactive to.  I still feel that it is not really a question of money by the DoD, but a question of principal by them.  No matter what facts or arguments you present to Pennetta or Elizabeth King, their answer will still be NO!  The DoD is afraid that ALL eligible Cold War Veterans will suddenly swamp National Personnel Records in St. Louis, MO. applying for their CWSM.  We all know that this would be true in any remote way.  Most veterans would not bother with this medal.  Especially those from WWII, the Korean War and the Vietnam War.  Why should they?  They received medals for being deployed to those theaters.  But, according to the DoD's way of thinking, that is what would happen.  No matter what you tell the DoD or prove them wrong, they will have an answer to every question you ask.  As we know, we have discussed this issue in the past on this forum.

1)  Is it possible to get updated stats from the manufacturer?

2)  Is this the only manufacturer for the Korea Defense Service Medal (KDSM)?

3)  Do you know if this is the same manufacturer for the:  Republic of Korea Korean War Service Medal (ROKKWSM)? 

4) If not do you know how to find out the manufacturer?

I don't have the time or drive at this time as I started working for a new company recently. When I spoke to the owner, it was clear that his small company was not the only company doing business with DoD for the production of medals. he did state that they all had the same sell price to DoD. It was part of the contract. I found out about them during a local news story about the number of Purple Hearts they manufactured and the loving care they took with each one. I would imagine that a simple web search could get you the names of other manufacturers.

My opinion is that everyone of DoD's opposition arguments can be (and have been in the past by ACWV leadership) refuted irrefutably.  I think to win passage of a medal bill we need:

1.) HASC NDAA provision inclusion

2.) SASC NDAA provision inclusion

3.) Stand alone Senate Bill with a lot of co-sponsors

4.) Stand alone House Bill with a lot of co-sponsors

5.) Then we need to identify exactly what the real opposition to this medal is in these committees, and who leads the opposition before the NDAA bills are acted on.  (what happens each year in the 11th hour conference deliberations that leads to the medal being yanked).....not adversarial or confrontational at all, but just so we clearly counter that opposition with the facts, including why every one of DoD's arguments are not factual.  Public suppot, media support, and active VSO support would be good, of course too.

If all five of these things were to coalesce, then I think the Cold War Medal would pass.

We have a good group here, and a good and important VSO.

 We sure do have a good group here.  There are far fewer co-sponsors of H.R No. 1968 and Senate Bill s.402 than we had on the last two previous bills introduced into the Congress.  With all the letter writing and e-mailing we have done, where has this gotten us?  We have tried with the Legion, the VFW, the ROA, Vietnam Vet's of America, etc.  What has been these VSO's response?  A big blank nothing!  We will never get an honest answer from the DoD despite all the facts, documentation, statistics we can muster up to prove them wrong.  One cannot even get any major news media network to listen to us.  As was stated by a previous guest, even if we agreed to pay for this medal, the DoD will still say no! I would be willing to bet a paycheck that  if God came down on this earth and told the DoD to approve this medal or face eternal damnation, they would still say no.  I know I sound worse than sour beer, but this is how I see the reality of things.  Perhaps if we get a new President, we might get someone to listen.  I still believe that we have to stay the course, despite my being bitter.  Just my petty thoughts.

I agree that we probably, at least in the short-term won't reverse DoD's opposition, but I think it's not them we need to convince.  It's Congress. They are the ones (unless President signs Executive Order establishing same) that will determine whether or not a Cold War medal is created.  I do know congress requests input from DoD, but my opinion is that they use DoD objections as the ostensible reason (public posture/position) for not passing Cold War Medal legislation.  I don't think DoD tells Senators Levin and McKeon what to do.  I don't think they jump to DoD's command.  So my opinion is that the yearly DoD input isn't actually the real reason, and we don't actually understand the real reason either.....but I don't really think it's cost or redundant awards that are the actual grounds on which Congress objects.  My completely unfounded and without any evidence opinion is that they don't think the period is worthy of medal recognition. And that, to me, is our top job....to show them how wrong they are.  That struggle cost this country so much in blood and treasure, and truly changed the world, and freed millions of people that live better lives today because of what we did.

I know that these VSOs have standing Cold War Medal resolutions (that I guess remain in effect):
American Legion, VFW, AMVETS, ROC, Combat Infantryman's Assoc., ACWV, Catholic War Veterans, Korea Defense Veterans, Jewish War Veterans, Europe Defense Veterans......probably more.
