An entire IP Address Range cannot be banned from your forum via access to the Forum Management Control Panel. You can only submit one IP address at a time - as described in the OP.
Therefore, in order to ban an entire IP Address Range, you need to access [IP Banning] from the action drop down box found in any members’ forum post. Click on [IP Banning] i.e.
NB: Be careful because it will come up with the IP address of the member who posted. So as not to IP ban your member - simply backspace that members’ IP address out first i.e.
Towards the bottom of the screen you will see where you have the option of banning an entire IP Address Range i.e.
... fill in the appropriate IP Address Range and then click the [Ban IP Range] button.

Banning a Domain Name/URL, can be done by banning the IP address which corresponds to the Domain Name/URL. Tools such as "Who Is" can be used to ascertain the Domain Name/URL's IP address - which can then be utilised within the IP banning function in your forum management section. Cheerz OZ
