I am having trouble inserting a picture into a background. I have done everything I could to insert this into header and footer but it just won't go. Could you please check this for me. Maybe you can do it.

What do you mean by background? Is it a border or a Skin or something else?
Is your forum in the Classic Style or Trendy?
Unfortunately I cannot get the image from your link.
Please explain exactly what you are trying to do and how you are trying to do it.

It is the skin for the group. It is the Clasic version. I am trying to put a tag on the page at the top cause it does not have one. I tried to go into footer and header and add the link to the skin but it would not take it. I just dont know how to add the tag to the skin.

If you go into the header / footer section and add this code to the header your pic should show topwise centered.

I was just about to reply to your other message, not realising it was a different thread but now I see that Karrier has beat me to it. However, since I have already prepared the message, I won't waste it. LOL.
There are several ways of adding the image.
I was going to say you can add the code

into the Background Image box in the Top Style Area of the Skin.
But it would still work in the header as Karrier said. It could also go in the Head Logo area, so you have three choices.
If you do put it in the Skin area, you would probably need to adjust the height (last box shown above) as the image is quite large.
