Click on the button to post a new topic as you would for a regular message.

Type in the subject/topic and then your message.

When you have finished, click on the last box below your message,
"Create a forum announcement thread".

When you have posted your Announcement, it will appear at the top of every message
board you have. No one will be able to post a Reply, not even the Owner or Admin.

You can only have one Announcement at a time. If/when you make another one,
the previous one will be deleted and moved to the Trash Bin. 

If you wanted to make another Announcement at the same time,
you would need to combine them in the same message.

You can of course delete an Announcement when it has run its course.
